Does the Court have the right to apply emergency interim measures if the parties have an arbitration agreement?

The disputing parties shall have the right to file an application to a competent Court to request the application for one or several emergency interim measures immediately after the filing of a petition for Arbitration (at the time the arbitral proceedings have been initiated).  This right exists whether or not the arbitral tribunal has been established or the dispute has been settled by the arbitral tribunal.
